Regional Referee Administrators

The role of the Regional Referee Administrator

A Regional Referee Administrator (RRA) is responsible for the general admin of refereeing in the region. This includes monitoring and developing the standard of refereeing and liaising with the Referee Commission to ensure that all needs in the region are filled. The RRA may also be responsible for the appointment of referees in the local/regional leagues as well as providing referees with the opportunity to upgrade or initiate Grade 4 courses to fill demand.

Regional Referees Administrators will also maintain communication between such as; local leagues, tournament organisers, NVL Clubs in the region and the Regional Association. The RRA will keeps all referees in the region up to date on any recent rule changes or interpretations and should also keep an accurate register of scorers in the region.

Does my region have a Referee Administrator?


Most regions will have a RRA or someone who is responsible for the same sort of tasks that are covered by a RRA. However, you may find that there can be roles vacant on your Regional Association while a replacement is found. Note that this role description involves suggested strategies, and administrative targets, which RRAs are encouraged to employ and to work towards, all elements are not immediately expected of a newly appointed RRA.   Some elements of the role will be more relevant to some regions than others, and will vary in importance according to the stage of development of the region and its Development Plan.

•    Develop and maintain an up to date list of Officials in the region (with the aid of a Referees’ Secretary/Contact in each Local League/Area/County Association where available), with details of:

o    Registration and its continuity
o    Level of activity
o    Level of Officiating
o    Availability for appointment
o    Desire for upgrading

•  To keep the Regional Association, County and Areas Associations, Clubs and Officials up to date on current rule interpretations, and any changes that may occur.

•    To organise, in conjunction with the Commissioners of Staff and Development, an Annual one-day Seminar/Practical Clinic to discuss with Officials , and tutor on:

o    rule changes
o    rule interpretations
o    referee techniques
o    development of referees
o    A.O.B.

•    To develop and maintain communication with:

  • Referee Development Commissioner - Referee Commission
  • Staff Commissioner - Referee Commission
  • President of Referee Commission
  • Local League Officials’ Secretaries
  • Regional Tournament Organisers
  • Secretaries of National League Clubs in the region
  • The Regional Association, at Regional Meetings

    •    In conjunction with the Referee Development Team, to create opportunities for currently registered Officials to develop their expertise e.g. by pairing with National Referees and promoting a ‘buddy’ system.

    •    To increase the number of registered Officials, encouraging all practicing Officials and successful Grade IV candidates to register.

    •    To increase the number of qualified Officials in Clubs and Area/County Associations, by promoting at least one Grade IV course accessible to each Area annually.

    •    To appoint, in writing or by email, Officials for competitions and tournaments in the Region, as and when requested by the organisers and/or Referee Development Commissioner

    •   To recommend, to the Referee Commission Appointment Panel, Officials from the Region for the National League Panel, in accordance with their stage of development

    •    To maintain a register of competent Scorers, their level of activities, and details of their qualification(s) where relevant.

    •    To increase the number of qualified scorers in the Clubs, Areas and Counties of the Region, by promoting at least one annual Scorers’ Award Course in each Area

    •    Initiate and promote liaison between:

    o    Local referees and National League referees in the region
    o    Registered Local and National Referees in the region and the Referee Commission Development Team
    o    Newly qualified Grade IV Referees and the Development Team Mentors for GIV to 3R
    o    Referees and National League Clubs

    •    Publicise all the official sources of information for Referees and the advantages of registering.

    •    Provide and publicise a mentoring/contact/information service for Local referees.

    •    Promote Rules Courses and Referee Qualifications for Junior’s in the Region, within its Counties, Area Associations and Clubs

•    Promote the Annual Referee Conference
