

A Regional Referee Administrator (RRA) is responsible for the general admin of refereeing in the region. This includes monitoring and developing the standard of refereeing and liaising with the Referee Commission to ensure that all needs in the region are filled. The RRA may also be responsible for the appointment of referees in the local/regional leagues as well as providing referees with the opportunity to upgrade or initiate Grade 4 courses to fill demand.
Regional Referees Administrators will also maintain communication between such as; local leagues, tournament organisers, NVL Clubs in the region and the Regional Association. The RRA will keeps all referees in the region up to date on any recent rule changes or interpretations and should also keep an accurate register of scorers in the region.
Most regions will have a RRA or someone who is responsible for the same sort of tasks that are covered by a RRA. However, you may find that there can be roles vacant on your Regional Association while a replacement is found. Note that this role description involves suggested strategies, and administrative targets, which RRAs are encouraged to employ and to work towards, all elements are not immediately expected of a newly appointed RRA. Some elements of the role will be more relevant to some regions than others, and will vary in importance according to the stage of development of the region and its Development Plan.
• Develop and maintain an up to date list of Officials in the region (with the aid of a Referees’ Secretary/Contact in each Local League/Area/County Association where available), with details of:
o Registration and its continuity
o Level of activity
o Level of Officiating
o Availability for appointment
o Desire for upgrading
• To keep the Regional Association, County and Areas Associations, Clubs and Officials up to date on current rule interpretations, and any changes that may occur.
• To organise, in conjunction with the Commissioners of Staff and Development, an Annual one-day Seminar/Practical Clinic to discuss with Officials , and tutor on:
o rule changes
o rule interpretations
o referee techniques
o development of referees
o A.O.B.
• To develop and maintain communication with:
• Promote the Annual Referee Conference
